Reason for The Undertaker, Steve Austin and other legends were not used in RAW

A source within the WWE gives the possible reason why The Undertaker, Bret Hart and other renowned legends were not used in RAW.

Stone Cold Steve Austin and Shawn Michaels were not available, they were in Las Vegas for a convention game so they were in Houston for RAW.

Because those two could not participate, the WWE decided to abandon any plans to use other renowned legends, especially The Undertaker and Bret Hart.

The feeling was that they wanted to have a lot of legendary names in RAW and draw attention to the absence of Austin and Michaels for not being there.

Mick Foley was there, obviously, for the announcement of the Hall of Fame.
